how to learn those elite skills for our role playing character?

later on in the game there are more powerful bosses lvl 24 and 28 that have 1 skill with a yellow frame and that is an elite skill. you buy Signet of Capture from a skills person later on in the game and then when the boss dies you use the signet and capture the skill.

First of all you cannot "buy" elite skills from skill trainers, and you cannot "learn" them as part of a quest reward.

To acquire an elite skill you have to kill a boss monster of the same profession as you currently are and use a signet of capture on the corpse.

A signet of capture can be acquire from Magi Malquire in Lion's Arch. You will get one free signet of capture, with the aim of the quest being to use it. Once you have completed this see Malquire again and you will get another free signet of capture as the quest reward. from this point on you can buy signets of capture from certain skill trainers.

edit - the signet of capture will show up in your skill window like all other available skills. Equip it like you would equip a skill/spell.

I think it is worthy to mention that there is a quest that gives you 2 signets of captures for free (at least it did for me). Also let me just point out incase you don't know, you can only equip 1 elite skill except after you capture one.
